MINUTES OF MEETING

President Rick Sapio called the meeting to order at 7:10 PM. 18 members and 1 guest were present.
GUEST SPEAKER
President Rick introduced our guest speaker, Van A. Singer, P.E., Vice President, Accumark Subsurface Utility Services, located in Yardley, Pennsylvania.
Mr. Singer opened with several stories of recent construction projects that had large cost overruns because the underground utilities were unknown or located incorrectly. These real project stories did stimulate the attention of the now very interested audience.
Van spoke extensively about there using electronic sensing equipment. He also explained how his firm uses and references the ASCE Standard 38-02 on all project work. He explained the different work qualities which the ASCE Standard defines as A, B, C, and D. Quality D is the lowest in cost and appropriate for early studies. Quality A is the most costly and used only when warranted. Most routine work is done to Quality Level B (+/- one foot)
He showed us some slide photos of the special electronic equipment that they use. He identified the instruments as: Metrotech 810(Analog): Pipehorn 100; Genny and Cats; Radio Detection 4000PL. He spoke about the following technologies: Induction; Inductive Clamp; Direct Connection; Electromagnetic Theory; Non-conductive Utilities; Insertion of a Metallic Conductor within a non-metallic Pipe; Insertion of a Sondo Transmitter down to 23 foot depth. He spoke extensively about projects they had recently completed and the process they followed to complete each. He closed with questions from a very appreciative audience.
President Sapio thanked Mr. Singer for a very interesting and informative presentation.
BUSINESS MEETING
At 9 PM President Rick Sapio re-convened for the business meeting.
MINUTES OF PRIOR MEETING
President Rick announced that the Minutes for the last meeting held on February 11, 2010 have been posted on the web site for examination by everyone. They were moved, seconded, and approved as posted.
TREASURER’S REPORT
Pete Burgess, Treasurer, was absent, hence no report this month.
NJSPLS DIRECTOR’S REPORT
Lou Marchuk gave a verbal summary about the last meeting of the NJSPLS Board of Directors. When minutes of the meeting are available he will submit them for posting on our web-site.
OLD BUSINESS
Bill Haggerty reported that he has submitted information to the New Jersey State Board for approval and awarding of Continuing Education credit for our meeting on February 11, 2010. No response yet from the State.
NEW BUSINESS
Avi Luzon stated that he has been informed by his contact with a Title Insurance Company that a property survey is no longer needed for a real estate property to be sold and the new owner to be covered with appropriate title insurance. Avi indicated that his company has been hurt by this elimination of a survey requirement by the title insurer
Barbara Moore won tonight’s 50-50 drawing. She contributed her winnings to the Scholarship Fund.
President Rick said that our next meeting will be on Thursday, April 8, 2010 at Carlucci’s Waterfront,
876 Centerton Road, Mount Laurel, NJ.
At 9:15 PM. it was moved to adjourn the meeting; seconded, and approved by voice vote.
